Globally Harmonized System for Classification & Labeling of Chemicals (GHS)

Course Description

This course is designed to be a comprehensive summary of the hazard classification and communication requirements in the Globally Harmonized System (GHS). Emphasis will be placed on:

  •  Substance and mixtures classification criteria for physical, health, and environmental hazards,
    • Key concepts will be illustrated with examples, 
  • Safety Data Sheet content, 
  • Label elements, and 
  • Implementation updates, including GHS Revision 7, EU CLP, OSHA HCS 2012, and selected countries

Course Objective

The impact of the GHS on hazard communication requirements will be described. Specifically, the course will help students:

  • Understand the GHS, 
  • Understand the potential changes to their existing company products,
  • Develop a GHS implementation strategy, 
  • Keep informed about GHS implementation status, and facilitate informed comments to government agencies as the system is implemented.
  • Practice doing hands-on classification using provided mixtures examples.  Examples can also be used to assess electronic classification applications.

 

Course Director/Instructor

Michele R. Sullivan, Ph.D.

Michele R. Sullivan, Ph.D. is a recognized expert in domestic and international hazard communication and author of MSDS and GHS Guidance Manuals. She testified as an expert witness at the Senate Subcommittee hearing on “Hazard Communication in the Workplace”. Dr. Sullivan participated in the ANSI Z400.1 MSDS and Z129.1 Labeling Standards development and training.

She participated on the NACOSH Hazard Communication Work Group that advised OSHA about 29 CFR 1910.1200, the Hazard Communication Standard. In the transportation area her experience includes: participation at the United Nations Committee of Experts on the Transport of Dangerous Goods (UNCETDG); a rapporteur for the Ottawa meeting on the Harmonization of Physical Hazards.

Michele developed GHS situational analyses for USA regulations and designed GHS training for Asia-Pacific countries. Her GHS activities include: industry member of the USA delegation to the Earth Summit preconferences, the IOMC Coordinating Group on the Harmonization of Chemical Classification Systems, the OECD Task Force on the Harmonization of Classification and Labeling and the ILO Working Group for the Harmonization of Chemical Hazard Communication. She is listed on the UN Roster of GHS Experts and is a Registered Specialist, SDS and Label Authoring by the AIHA Registry Programs.

Her professional activities are related to SCHC: recipient of the SCHC Distinguished Lecturer Award for outstanding contributions to the field of hazard communication; a SCHC Board Member and former Chairwoman & President of SCHC; professional development trainer and HAZCOM 101 director. Dr. Sullivan received her Ph.D. in biochemistry from the University of Virginia and her BA in chemistry from Newton College of the Sacred Heart.

Paul Brigandi

Paul W. Brigandi is a recognized expert in US and international hazard communication regulations.  The majority of Paul’s career was with Mobil Oil Corporation (20 years), where he was involved in a wide variety of research assignments.  He spent 10 years in the Product Safety group where he led multi-disciplinary teams, on the planning and implementation of global product safety compliance programs, not to mention writing thousands of SDS along the way.  While at Mobil Paul was a member of the OECD Expert Group on classification criteria for mixtures and he chaired both the BIAC to the OECD Expert Mixtures Group and the American Chemistry Council Global Harmonization Task Force. Paul is currently an Executive Consultant with CGI Technologies and Solutions Inc. where he has led the design phase of projects which delivered commercial software that support compliance with GHS hazard communication requirements and with the REACH Regulation. He holds a BS in chemistry from Rutgers University.

Intended Audience

This is considered an intermediate course. While there are no specific prerequisites, it is strongly recommended that participants have a working knowledge of EU and USA hazard communication principles.
